How to Use These Limits

Non-Targeted Income and Purchase Price Limits apply when:

  1. The property is NOT located in a Targeted area and...

  2. The income and purchase price is less than or equal to the "Non-Targeted Income" and "Non-Targeted Purchase Price" limit for the respective county.

Targeted Income and Purchase Price Limits apply when:

  1. The property IS located in a Targeted area and...

  2. The income and purchase price is less than or equal to the "Targeted Income" or "Targeted Purchase Price" limit for the respective county.

IHDAccess Home Income and Purchase Price Limits apply when:

  1. The borrower is using the IHDAccess Home program (for first-time homebuyers only). The income and purchase price must be less than or equal to the the targeted or non-targeted (depending on whether the property is located in a targeted area or not) income and purchase price limits, and

  2. the borrower(s) is/are:

    1. A first-time homebuyer, and/or

    2. a qualified veteran (as evidenced by COE or DD214 certificate showing honorable discharge), and/or

    3. a non-first time homebuyer purchasing a new primary residence within a targeted area. 

Lenders should not use any of these limits to determine discounted PMI coverage eligibility, which will be dictated by FNMA/FHLMC's own limits against the qualifying income as entered in AUS.

The income amount IHDA uses to determine eligibility may vary from the amount used in AUS as it uses different calculation methods. Lenders should always complete the IHDA Income Calculator (posted in the document library) to determine eligibility prior to reserving funds.

Targeted Area Lookup

The federal government has designated certain areas as “targeted areas” where more homeownership is desired. Properties located within these areas follow a different set of income and purchase price limits.

Simply enter the property address and the tool will identify the property’s location on the map with a dot (that may vary in color based on your device). If the property falls in a blue-shaded area, it is located in a targeted area. If the property falls in a green-shaded area, it is NOT in a targeted area.

INCOME AND PURCHASE PRICE LIMITS USE 

  • Underwriting and Eligibility:

    • Calculation of Income: The income amount utilized for borrower qualification in AUS must not be used to determine borrower eligibility against these limits. To assess income eligibility, lenders are required to complete the IHDA Income Calculator (available in the Document Library) and include all borrower income from all sources, regardless of whether the income is used for credit qualification purposes. Lenders should not proceed to lock the file until income from all sources has been properly documented and the Income Calculator has been completed and reflects a “Compliant” result.

    • Borrower's Income Only: The income of non-borrowing household members, including non-borrowing spouses, should not be included in the income calculation or documented in the file. Only the income of those liable or secondarily liable on the note should be documented and included in the IHDA Income Calculator.

  • ​IHDAccess Home Limits and Eligibility: 

    • ​The IHDAccess Home income and purchase price limits apply solely to the IHDAccess Home Program. Homebuyerswishing to participate in this program must be either:

      1. A first-time homebuyer, defined as having the borrowers(s) having an ownership interest in a principal residence within the last (3) years, or

      2. a qualified veteran (as evidenced by COE or DD214 certificate showing honorable discharge), or

      3. a non-first time homebuyer purchasing a new primary residence within a targeted area. 

    • Additional requirements apply, speak with an approved IHDA Mortgage Lender for details. ​

  • Targeted Areas:

    • Homebuyers seeking to qualify under the “Targeted” purchase price and income limits must purchase a property located within a designated targeted area. Lenders are required to use the map tool available on this page to determine whether the subject property is located within a targeted or non-targeted area classification.

  • Income Limit Methodology and Authorized Use:

    • ​Some of these limits have been determined by a Private Letter Ruling issued by the IRS to the Authority.

    • The purchase price and income limit tables contained on this page are provided solely for use in connection with the Authority’s IHDA Mortgage Programs. These tables may not be used in connection with any other bond programs or any mortgage, lending, or financing programs offered, administered, sponsored, or facilitated by any lender, bank, financial institution, governmental entity, or other organization other than the Illinois Housing Development Authority, or for any purpose not expressly described herein.
